Osaka Castle Park
The grounds, moats, stone walls and gardens of Osaka Castle Park are free to walk regardless of whether you pay to enter the main tower. The Nishinomaru Garden charges a small entry fee in peak blossom and foliage seasons but is free the rest of the year. The park itself is one of the best free walks in the city.
Dotonbori and the covered arcades
Wandering Dotonbori, Shinsaibashisuji and the surrounding covered arcades costs nothing and is genuinely one of the better things to do in Osaka regardless of budget — the energy, the signage and the street-level food culture are the experience, not admission tickets.
Sumiyoshi Taisha
Entry to Sumiyoshi Taisha shrine and its grounds is free. The arched Sorihashi bridge, the main shrine complex and the forested approach path are all open without charge.
Nakanoshima Park
Nakanoshima Park's riverside walking paths and rose garden are free to enter year-round, and the island's historical architecture — including the Osaka Central Public Hall — can be admired from the outside without any entry fee.
Namba Parks rooftop
The terraced rooftop garden at Namba Parks is free to access during opening hours — a genuinely pleasant elevated green space in the middle of the city.
Viewpoints without entry fees
The observation area at the top of the free section of Abeno Harukas (the department store floors below the paid Sky View) gives partial city views. Osaka Station's rooftop garden area (the Kaze no Hiroba sky garden, above the station concourse) is free to access and worth knowing about.
